Help Defeat HB 155 that seeks to undermine existing laws that protect our rivers.

 
Everyone's help is needed immediately on persuading the Culture,, Recreaton and Tourism Committee to drop proposed  HB 155 sponsored by Rep Roland Guitierrez.

We need everyone to look at the List of Committee Members and contact each one of them.  If you are a constituent or know a constituent of one of the Members, even better.  Please let them know that you are opposed to the bill.

Here are the main reasons we are opposed to HB 155.

  1. It will damage the "beds, bottoms and banks of navigable rivers...precious and irreplacable state resources that desreve protection"  as expressed by the 2003 Texas Legislaturee in Senate Bill 155.
  2. It undermines Parks and Wildlife Code, Subtitle I - Protected Freshwater Areas, Chapter 90, by allowing "an individual who has a physcial impairment that substantially limits one or more of the major life activities of the individual" to drive a motorized vehicle in these protected area.  Please note, this permission is not allowed to the genereal public, and therefore should not be given to a "special class" of the public.
  3. It is vague and would be impossible to enforce.
  4. It assumes that present public access for handicapped individuals is adequate and does not need improvement and that this is the only method remaining to allow physically impaired individuals personal access to all Texas riverbeds.
We have a suggestion that perhaps the state should consider improving existing access at all of the many public access points in Texas.  Perhaps installing ramps and access facilities at bridges and river crossings.  This approach would benefit everyone. 

Please join us, Friends of the Nueces River.  We are forming now and need your help to achieve a clean and safe Nueces River for all of us, now and in the future.  (A membership form will be posted shortly, or you may email us.)   It is our goal to elect representatives and raise funds.  We plan to meet with county officials to find workable solutions on issues relating to the river and it's protection for the enjoyment of all.
